So, Time Lords are telepaths. Not super-strong ones, we're not talking Charles Xavier, "I can tell what you had for breakfast from the other side of the planet...and also stop your heart"-kind of telepathy. But they can communicate psychically if they're touching foreheads together/right next to each other, though there are cultural rules and taboos about it.
The Master, being the big evil control freak that he is, has trained his telepathy to an unusual strength (for his species) and can use it to hypnotize people into doing what he wants, often while using the catchphrase, "I am the Master, and you will obey me." This isn't super strong mind control: anyone with psychic powers of their own or even normals with good training in resisting psychic attacks will likely be able to push it off, and really strong telepaths can probably slap him right down. He's just really good for his species, and has excellent control and technique. The most dangerous scenario comes when he's been able to control a person uninterrupted for an extended period of time, allowing him to mess with their heads and sense of him/themselves/reality.
He can also do non-evil, benign things with his hypnosis and telepathy. But you'd have to give him a reason to want to, and not to mess with you while he's helping with psychic trauma/curbing your addictions/curing your hiccups/whatever.

Would you be interested in doing a plot with the Master trying to put your character under his control? (In general, or specific suggestions both welcome.)
